2018-2019 PRESIDENTIAL EXCELLENCE AWARD RECIPIENT
Andrew has lived his entire life in Connecticut, except for his four years at the University of Maine. He has lived 36 of those years in East Haddam.
He started off his environmental career at the University of Maine at Machias, Maine, where he received his undergraduate degree in Biological Technology. He received his Law Degree fro UCONN Law School in 1996.
Andrew's entire career has been focused on the environment and related issues. It starts with working for the State of Maine Department of Fisheries and Wildlife, then the United States Forest Service doing gypsy moth research. Following his work for TRC as an environmental Chemist, Andrew joined Haley & Aldrich as an Environmental Scientist, while attending UCONN Law School. It was during this time in 1992 that he joined the East Haddam WPCA, and succeeded Denise Ruzicka as Chairman in the mid 90's. Andrew has been on the WPCA for 27 years, and still holds the position of Chairman for over 20 years.
After Andrew acquired a position at Murtha Cullina as an Environmental Attorney, he joined with Mike Ziska, representatives from several different municipal WPCAs and others who realized that there was a need for an organization to represent WPCAs. After many years of determination this group's efforts culminated in the registration of the CAWPCA on July 10, 2003.
After 20 years at Murtha Cullina, Andrew went out on his own to practice privately as an attorney for WPCAs and pursuing other related work opportunities.
Andrew has a long history of working in the environmental, wastewater and related fields. Because of all this history, his effort and involvement in our industry, the formation of the CAWPCA and his dedication, we award Andrew the CAWPCA Presidential Excellence Award.
